Cart Goal: spend and save
Reward the whole order once spending crosses a goal, for example "$15 off orders over $100". A Cart Goal is an order-level discount measured on the whole cart subtotal.
A Cart Goal rewards the order once the shopper’s spend reaches a threshold. It is an order-level discount, so it takes a percentage or an amount off the order rather than changing individual item prices. There is no counting mode, because it is measured by spend, not quantity.

You can add multiple spend tiers to build a ladder (spend $100 for 10 percent, spend $200 for 15 percent). Thresholds must be distinct, and the highest one the shopper reaches wins.
A Cart Goal measures the whole cart
A Cart Goal is an order-level discount, so its threshold and its reward both work off the whole cart subtotal. Targeting does not change that today: every item in the cart counts toward the goal, and the discount applies to the order, not to a filtered subset. If you need a spend threshold limited to a specific set of products, a Cart Goal is not the tool for that.
Where it sits in the math
Because a Cart Goal is an order-level discount, it is calculated on your subtotal after any product discounts have already reduced item prices. It stacks with a product discount only when both campaigns allow the pairing (the "Product discounts" switch in each campaign’s "Combines with" section, on for both). Reward allocation has no effect on a Cart Goal.

A note on multiple currencies
Spend thresholds are in your store currency
A spend threshold is set in your store’s currency and, at checkout, is compared against the shopper’s amount without converting between currencies. A percentage reward is always correct in any currency, so if you sell in several currencies, prefer percentage-based goals. See "What the builder checks" for the full detail.
